I really don’t know, and to be honest I don’t know quite what to make of the lid design. The raised portions almost seem like paper that was moistened then adhered to the top.

Yes, they are very small, and it makes me wonder how popular this size was. I still wonder what people would ordinarily use them for, too. So many manufacturers made pocket pencils—and for decades—that they couldn’t just be a novelty.
